INDEPENDENT EXAMINATION IN JSC RRI ‘ELECTRONSTANDART’


JSC RRI ‘ELECTRONSTANDART’ suggests following examinations:

- technical examination of the correct use of foreign and domestic electronic component base (ECB), conformance of ECB characteristics and quality as well as failure analysis of domestic and foreign ECB components;- expertise of finding out counterfeit ECB of domestic or foreign production.

Institute experts are highly qualified professionals with a large working experience. While performing technical expertise of electronic components certified measurment and control equipment, included in the National Register, is used as well as the unique analytical equipment of the JSC RRI ‘ELECTRONSTANDART’ Testing center.

Testing center of JSC RRI ‘Electronstandart’ is certified in the ‘Electroncert’ Voluntary Certification System, Federal Certification System of Space Technology for Scientific and Economic Use (FSS KT) and in IECEE.

At present JSC RRI ‘Electronstandart’ is carrying out tests of domestic and foreign electronic components ordered by more than 120 Russian enterprizes of electronic production, developers of electronic components of Ministry of Industry and Trade, ‘Rosatom’ Federal Atomic Energy Agency, ‘Ruscosmos’ Federal Space agency and Ministry of Defense of the Russian Federation.

RESULTS OF THE “ECB CERTIFICATION-2015” CONFERENCE

Saint Petersburg, April 1-3, 2015.
 
The Russian conference is dedicated to current issues of import substitution during production of the electronic component base for highly reliable apparatus of strategically valuable facilities. More than 350 representative of 162 manufacturing companies and ECB and ERE developers, certification test centers of the Ministry of Industry and Trade of the Russian Federation, the Russian Space Agency, Rosatom, organizations of the Ministry of Defense of Russia, Ministry of education and science of Russia, the Russian Academy of sciences and enterprises of the Republic of Belarus participated in the conference.

The conference program contains 53 presentations on the following topics:
 
                     providing contemporary electronic radio apparatus of the reliable electronic component base. Methodology of domestically produced and foreign ECB selection for highly reliable apparatus;

                    the issues of import substitution during ECB production for highly reliable apparatus;

                     contemporary role and position of standardization in highly reliable ECB apparatus kitting;

                     optimization of the foreign ECB certification tests providing high consistency and reduced cost of testing;

                     radiation resistance of the contemporary ECB and details of ECB resistance assessment in the space complex apparatus

Prehistory

In 1948 the Institute (PKB-170) was assigned with functions of the parent company in the field of departmental and interdepartmental normalization and standardization of radio products.

In the same year publishing activities of the Institute began, first normal, then the reference materials, regulations and guidelines, industry and government standards, IEC publications, SENEL, ISO.

In 1959 the first issue of the scientific and technical collection "Questions of Radio Electronics," "Unification and normalization" chapter, was published by the State Council of Ministers Committee on Electronics.

The journal was prepared by spesialists of PKB-170.

More than 10 corresponding collections were published over the next few years.

And in 1966 the largest project of the Ministry of Electronic Industry of the USSR started.It was the scientific and technical collection "Electronic Equipment" issued in 12 series.

Institute "Electrostandard" produced series № 12 "Quality management and standardization", and then series № 8 "Quality management, metrology, standardization".

A little later another name of series "Tests" was added. During the years of publishing a unique experience of work with regulatory and scientific and technical information was accumilated, highly range of  qualified professionals - authors, editors, reviewers, and readers not only from the staff of the Institute, and other enterprises of electronic and radio industries, educational institutions was formed.

With the beginning of "Perestroika" the entire information industry system collapsed.

Many scientific journals were closed. According to objective reasons, many series "Electronic Technology" were disappearing one after another.

In 1993 RNII "Electrostandard" CEO with the support of Leningrad enterprises of the electronics industry made a decision to start the publication of an independent journal, which was called "Petersburg electronics journal." The continuity of scientific activities, accumulated experience and unique specialists were retained.

And so for more than 20 years, "Petersburg electronics journal" keeps pace with its founder and publisher "RRI" Electronstandart".

PUBLICATION RULES

Petersburg Electronics marazine publication rules


1. An article is taken into consideration only if the following supporting documents are included:
- A statement of the author for the publication indicating the personal data, place of work / study, degree, passport details, postal and e-mail addresses,
- An official referral from the organization in which the work is done,
- An expert opinion confirming the possibility of open publication.


2. The article should include the following:
  the corresponding index of Universal Decimal Classification (UDC);
  initials and surname of the author;
  name;
  summary in Russian and English languages;
  keywords;
  the text of the article itself;
  bibliography.
The volume of published articles is usually up to 12 pages, including illustrations.


3. The article should be prepared in the text editor MS Word for Windows and submitted as a file (.doc or .docx format), sent by mail or recorded on a flash or an optical (CD) disk, as well as two printed copies.


4. Article formatting: single line spacing, justified text indentation - 0,7 cm.
When typing text only standard format True Type Fonts can be used - NewtonC and Symbol. The font size of the main text - 12 points, notes and references - 10 points. Size of the paper - A4 (210 x 297 mm).


5. Illustrations for the article are submitted as separate files. The drawings are executed in accordance with the following: TIFF, resolution 300 pixels / inch (for grayscale photos JPEG format is allowed, for graphics - GIF format); vector graphics - in Corel DRAW format
  raster drawings - in WMF format
  size of the illustration must not be more than 17 x 20 cm;
  alphabetic and numeric designations in the drawings must comply with the symbols in the text, and the mark of the Greek and Russian letters sould be direct;  
  letters and numbers indicating the number of positions should be italic;
  Text information that is not an integral part of the figure, and the symbols should be carried in the text of the article itself or in the image description.
Photos are accepted in electronic form. There should be referenced in the text for all illustrative material.


6. It is necessary to strictly observe uniformity of terms of dimensions, symbols, abbreviations. Units must comply with the SI system.


7. The formulas should be numbered in parentheses, for example (2), literary references - in direct, for example [2], descenders notes should be marked with asterisks *.


8. Tables should have subject headings. All the words in the column titles should be singular and should not have abbreviations.


9. References should be made in accordance with GOST 7.1 - 2003 and be provided as a general list at the end.


10. The publication is made for free for the authors, including graduate students.
